Shipping has the world's best competence standard. Careers don't use it.

STCW defines, function by function, what every officer must know and be able to do — and then stops at the certificate. The moment a Chief Officer wants to come ashore as a superintendent, a rating wants a route to the bridge, or a broker wants to move into operations, there is no shared vocabulary. The Maritime Workforce Framework carries the STCW discipline across the whole industry: 47 work roles, 23 competency areas, 801 statements with stable IDs.

The framework

Why an STCW-aligned framework, and what that actually buys you

The IMO's STCW Convention and Code is the most rigorous competence standard any industry has — functions, levels of responsibility and the knowledge every officer must demonstrate. The Maritime Workforce Framework keeps that discipline and extends it to the shore: ISM, ISPS, MARPOL, the MLC and the professional syllabi of ICS, the Nautical Institute, IMarEST and IIMS, rebuilt in the NIST NICE structure of categories, work roles, competency areas and TKS statements.

What a competency statement looks like

MW-K1044Knowledge of the effect of cargo, including heavy lifts, on the seaworthiness and stability of the ship.
MW-S1014Skill in applying the COLREGs to determine risk of collision and take early, substantial and clearly visible action.
MW-S1148Skill in calculating laytime and demurrage and preparing or defending a claim.

Every statement has a stable ID. That is what makes gap analysis possible: your CV either evidences MW-S1148 or it doesn't, and if it doesn't, that is a concrete thing to go and learn — not a vague instruction to "get some commercial exposure".
